The Report Designer by default merges all cells containing the same data into a larger single cell to make the data inside the crosstab easier to read. To display all of the individual cells in the crosstab instead of merged cells and hover over the  icon. Then, select the Unmerge crosstab cells option. Merge the crosstab cells again by hovering over the  icon and select the Merge crosstab cells.
